Locally Tailored Solutions – Nationwide Impact
At the MUNIEXPO Conference – the central event of local authorities – the national initiative for promoting health and resilience in the community was presented for the first time. This is a large-scale initiative, led by key government ministries together with the JDC, aimed at strengthening the mental and physical health of Israel’s residents while providing responses tailored to the unique needs of each local authority.
The initiative will be integrated into 112 local authorities and 12 regional clusters, covering more than 85% of the country’s population. It is based on the infrastructure of the “Efsharibari” program and expands its principles, with the goal of creating a supportive living environment that encourages healthy nutrition habits, physical activity, personal and social resilience, and innovative solutions in the field of mental health.
A Revolution in Community Health Services
The need for tailored, flexible, and rapid responses has become more pressing in recent years – especially following the events of October 7 and the “Iron Swords” war – which led to a sharp increase in demand for mental and physical health services.
The initiative addresses this need through an innovative model: a health coordinator in every local authority, who will oversee all activities related to mental and physical health and coordinate between municipal departments, civil society, and various organizations.
In addition, a national response database is being established, offering knowledge- and experience-based solutions that local authorities can easily select and adapt to their populations – ranging from healthy lifestyle promotion programs, to mental health counseling and support, and even innovative technologies that provide remote assistance.

Broad Partnership – Broad Impact
The initiative is the product of collaboration between the Ministry of Health, the Prime Minister’s Office, the Ministry of Finance, the Ministry of Education, the Ministry of Welfare and Social Affairs, the Ministry of the Interior, the National Insurance Institute, the Federation of Local Authorities, and the JDC. This partnership underscores the understanding that promoting health in the community requires connecting government ministries, local authorities, the third sector, and innovative solutions from the business sector.
According to the conference organizers, this is a significant step toward strengthening the social and health resilience of Israeli society: “The ability to integrate mental and physical health responses, through the combined efforts of local authorities and the state, is key to creating healthier, stronger communities that are better equipped to face the challenges of the future.”
