The Bachar Fellowship was established by the Bachar family in collaboration with JDC-Elka. It offers senior professionals with a proven track record in leading large-scale initiatives the resources and framework to advance a practical policy vision that strengthens social resilience and equity in Israel.

The fellowship was established in memory of the late Dr. Yossi Bachar, a public servant and economist who believed in the power of responsible leadership to drive deep and meaningful change. Throughout his career, Bachar held senior positions in both the public and private sectors and saw cross-sector collaboration as essential to improving Israel’s public systems.

An Opportunity to Realize a Vision – with Genuine Support

Unlike academic fellowships or traditional policy frameworks, the Bachar Fellowship offers its participants a comprehensive platform for driving practical changes: full annual funding, close professional mentorship, access to JDC’s influential networks, and support in building cross-sector partnerships.

Today, the fellowship supports two prominent change-makers: Prof. Nachman Ash, former Director-General of the Ministry of Health, who is leading initiatives to strengthen community healthcare in Israel’s periphery; and Hilla Haddad Chmelnik, former Director-General of the Ministry of Innovation, who is working to integrate AI literacy into the education system. Both bring extensive experience – along with a willingness to think differently – and are advancing their visions through strategic partnerships, applied research, and on-the-ground pilot programs.

What makes the Bachar Fellowship truly unique is not only the caliber of its fellows, but also the support system that surrounds them. From full funding to strategic guidance, the fellowship equips its participants with the tools they need to bring bold, innovative ideas to life within the public sphere. This work is carried out in collaboration with government ministries, local authorities, healthcare providers, private sector organizations, and nonprofits – all coming together to drive groundbreaking initiatives.
